Yeah, anything we pass, anything we pass is city expression, and that's— so we're not approving a flag. Anything we vote on is city expression. People have the right to do a flag application based off city expression. This isn't— this is just honoring— this is just honoring Juneteenth.

So this legislation doesn't state anything about a flag, but just like the first 20 pieces of legislation here, anything that we pass here is city expression. So if it's passed, somebody does have the right and opportunity to submit for an application to raise a flag.

This is just a proclamation honoring Juneteenth and Utica's significance in it. There are people who requested to raise a Juneteenth flag. They requested the mayor to do it. It wasn't a Common Council requests. I don't know what— where the application stands with that, but anything we pass though could end up being a flag raising at some point for not just proclamations. If they wanted to.

Yeah, well, we obviously need to pass rules of order tonight. When I look at resolution number 5, that one is standing committees, and that would go back to a full committee structure. And that's one that I'd rather— either we could propose to go back to the rules of order of what they were originally. I don't see that one proposed here. I would like that, just to put everything in committee for us to fully discuss if we want subcommittees or what that looks like.

But then we have to actually pass legislation for them to accept the fees. So I didn't know if anybody made an actual legislation.
