We will call this meeting to order. This is a meeting of the Committee of the Whole. It's about 5:10 PM on February 4th. We're here to discuss Councilman Betrus's legislation that was put into committee, proposed ordinance number 7, date committed January 21st of this year. Councilman Betrus, you have the floor.

Go ahead. I wasn't finished though, and I've got to go, so really quickly, they're, they're, they're doing a soft reopening on February 13th, and that's in time for the kids that are on spring break. So I think that if you guys want to discuss this, you call for a special meeting tomorrow and, and get it to the— yeah, get it going, because we've got to get these rates going so that they know who they can employ, who they have to pay, how much money it's going to bring in. And that's, that's all I have to say. So I would, I would like to call for a special meeting tomorrow at 5:30 or 5 o'clock to get it going on the discussion, but I have to go.

All right, we either got to pick which one we're going to do. Well, when come budget time, when the— these are actually budget lines. So when we actually get into the budget, we have to decide if we want to keep it at 4% or increase it to 6%. I think There's a, uh, there's a program that we're involved with. It's a 4-year program which, uh, we had agreed on, uh, to increase our budget 4% on that for, I think, for 4 years to pay for some sewer maintenance that had been done in the city. Now I think when we're talking with the engineers, this is a portion that we'll discuss with the engineer department, and he could more— he could explain it a little more in depth during budget time.

So what This is an ongoing increase. It's a 4-year increase. When they did the maintenance contract on the sewers, that we were going to do it 4 or 6% to pay for it. I think it's like I said, it's a 4-year plan. I'm not sure if we're in year 3, year 2 or 3 on it. So that's why come budget time we could discuss this with the engineering department.

Um, last year, if you guys remember, 20— February of '25 the legislation in front of you, voted it down. It was a 4% decrease. So what Stephanie Wertz would like is an average of 4% per year just to come in compliance with her expenses. But as you said, Jack, come budget time, you discuss with her and get the rationale for her.
