I guess let me clarify. If tonight we were having a discussion that we want to hang X flag, flag. The council just said, "We want to hang X flag." Nobody approached them, there was no proclamation, there was nothing, and the council said, "We want to resolve to hang X flag and have a proclamation." The council can do that. That is the council choosing that this is the flag that they want to raise. So, the council is free to do that. You don't necessarily need another separate ordinance to do that, because the council, by their authority under the ordinance, has the power to hang flags that are done by proclamation or council resolution.

I talked to some people last night after I came from ISLN about this. Same subject. And I let them know they couldn't do that. I didn't want them to do that because there's a lot of different Juneteenth flags. And they couldn't even tell me which flag they wanted to hang up. So, and I told people I have a Black American flag on my house along with the American flag. But I want to know what flag they're going to hang if they're going to try to hang it.

Right now, the application process, again, and you create a chicken and the egg situation because you need, based on this legislation, there's only 3 ways. You need to have a proclamation or resolution, to then request a flag raising. You need to have an official event or a ceremony announced by a proclamation or resolution, and then a flag raising. Or the Mayor can raise a flag for a specific professional sports team. So those are all the things that have to occur before you even do the flag raising. So really, it's not an application. You're basically confirming a date and time to hang the flag. Oneida County Public Works. Once you start allowing for applications, again, the line becomes blurred that is this my application, is it just a yes or no?

Um, no, I think we went through this before and we talked about, um, getting it cleaned up a little bit before, um, this happens. And I know it's going to be a while before they get it, if they get it. Because right now we do have a— and the problem is lessening with the— they're not homeless people, they're just people that hang out in the park. And from what I understand, they've been cleaning the park, the residents that are in there. And DPW has been coming through on a pretty regular basis to clean it up. So I don't have a problem with it.

If the council passes the proclamation for June 10th, tonight. The council can choose to hang the flag tomorrow. What I was trying to clarify earlier is once you start opening that application process, which is separate from this, you create problems. But the council can pass a proclamation whenever they want and a resolution, and as a part of that, that makes it eligible if you choose to, to raise the flag.
