So, I mean, we've said before that we had some issues with the ordinance that the Council passed, just as it relates to kind of that last portion of the application process. I mean, if you want me to go through the entire memo, I will. But with respect to the actual application process as it exists now. There has not been a new process that's been changed in accordance with the ordinance that the Council just passed. So as you can see, we just recently got several requests for a flag raising. You can see based on the applications that we haven't gotten them 3 or 4 weeks in advance. And there's a number of questions of whether or not proclamations, you know, the process as far as— [FOREIGN LANGUAGE] Chicken and the egg, the, you know, all of these things need to come before, and then you're kind of basically having an application process for really just the date and time of the flag raising. Because my read of the ordinance as proposed and as adopted, there's only 3 ways that an ordinance— or excuse me, that a flag can be raised. So having this application process is a little bit redundant. And again, it creates—

The only thing is, there's a couple of pieces, and I'm still working on some things, so I appreciate everybody giving me some time leaving this stuff into committee. One of the local laws that's introduced is the registration and posting of owner and manager information. I would still like to see how passing the two ordinances that we had in regards to the city being able to go after property owners, I would like to keep that one in there. Obviously, the loitering, aggressive begging and soliciting, camping, um, that didn't have any teeth. I mean, we could probably dismiss that one. I have sent Chief Williams a couple pieces of legislation in regards to our Parks Department. I'm working on him with a couple things that might add that into it. So if we want to, we can dismiss, um, rescind and replace ordinance number 2. Um, as far as ordinance number 4, I'm still working on that one. Ordinance number 3—

The only thing I would offer— I would like to offer an amendment to the proclamation stating that it doesn't relate to the flag ordinance that we passed, and I think that that would make me feel more comfortable voting on the proclamation, that it doesn't tie it to the ordinance, and I would be okay with the proclamation. I mean, that's, that's all it comes down to. If the council doesn't feel okay to offer that motion, but I just don't want it tied to any flag that City Hall is not even open on Friday. And just if you can make a motion to say that it state that the proclamation has no correlation to the ordinance that the council passed, I would be okay with that. So I'd like to offer that motion.

Thank you. Um, so I don't know about all you guys. Well, I do know that some of you's got a lot of calls about dangerous trees that aren't on city property. They keep telling me over and over that Rome has an ordinance, why can't we do it? So I had Marcus print me Rome's ordinance. He talked to the Codes Department out in Rome. I talked to Councilperson, Commissioner Sokolowski about it. And what I want to do in this discussion is to touch on aspects why we can do this, if why we can't do it. Um, I, I also invited Parks Commissioner Short because he is our arborist, but it doesn't look like he's coming. I didn't hear back from him. So, um, I'll just open it up to, um, Marques, if you want to start. We worked on this, so you know more Sure. The positives, and then I'll let legal go in and discuss it and what Mark's done. What I could just tell you about this right off the bat, there's a couple good things that they do right off the bat. Obviously our tree department, I think, what do we have, 2 or 4 guys?

All right, thank you. All right, proposed ordinance number 3, an ordinance to establish a district-wide garage sale. So I seen Whitesboro do it, I've seen New Hartford do it, I've seen a couple other places do it. I would like for the Council to work on this. I think it's kind of cool to designate areas to have a garage sale. So if you can have a North Utica garage sale, East Utica garage sale, South Utica garage sale, I think this is something that would be pretty cool for our area to know if one part of the city is having a garage sale rather than everybody having one and having signs posted outside. We could know where that garage sale is going. So this is something that I will talk about in the future with the Council. Unless anybody else wants to add anything to that, I still want to hold on to that one.
