Hello, everyone. Thank you for having me here, Councilmembers. Staff, Council President. My name is Ally and this is Jan. We're here to talk about the Harriet Tubman Byway that I know that request for a resolution has been in front of the City of Utica. So we're here just to give a little quick information here to everybody in the room and also request that the City of Utica move forward on adopting that resolution. We kindly request that. I'm here to give a little bit of an update. Last week, Jan and I both spoke to the Oneida County Legislature also to make our request there for passing of the resolution. And before I get into just a very quick background of what the byway is, I do also want to update that the final step of designating a byway is the governor to sign it into law. And the first part of the Harriet Tubman Byway was signed into law by the governor on Saturday. So we have made a huge milestone marker in this process. [FOREIGN LANGUAGE] And so I want to put that out first. Now I'll back up a little bit and say, so that was for Phase 1, which is Auburn to Niagara Falls. Over here in Oneida County, this is part of Phase 2 of the Harriet Tubman Byway. We're seeking designation in 2027 for that. In order to do that, we have to complete the remaining resolutions by July, August in order to get everything in on time. For the full byway, Phase 1 and 2, That, the requirement for that is there's 172 municipalities, and out of those 172 municipalities' resolutions that we need, we only have 18 left. And so that has been a huge feat over the last year and a half that we've worked on. Jan and I and many other colleagues across the state have spoken at many of these meetings, giving information, asking questions about what this process means. So the resolution of support that we're asking for is required by Department of Transportation from the municipalities. There is a template that's been, I think, provided previously, but happy to provide anything else again from DOT that is approved by them. There's some language in there that is non-negotiable, so to speak, from them, and that's required again from all municipalities. It's about off-premise signage. Basically, the municipality is saying we will not approve permits for any off-premise signage along that byway route, which for here, for the City of Utica, is 5 South to 12, coming out of— from Herkimer County and going into New Hartford is the next jurisdiction, if I have that just right there. So that usually begs a lot of questions. So again, you know, I'm here to answer any questions if that's the case on the billboard or off-premise signage issue. That only pertains to any new billboards, and it's anything that's not happening on the site. So that would be, you know, maybe at Joe's Deli. It would be if there's a sign for something happening 10 miles away advertising that in the very traditional sense of how you might see a billboard, typically more on throughways and things like that. So that's kind of the thing that we usually have to talk about in terms of the logistics of getting the resolution passed. And I just want to also kind of say like the importance importance of this. As I mentioned, Phase 1 being designated, just a final process this past Saturday, is a huge accomplishment. And so we want to be able to bring Phase 2, bring Oneida County, bring the City of Utica in that. There's so much history here. So I want to turn it over to Jan just to talk about that and whatever else you'd like to say too.

And nationality, I believe. So I don't believe there was a request for any third-party flag. So those are the— if you had one of these flags, you filed your application, and we did that. Right now, the application process, again, and you create a chicken and the egg situation because you need, based on this legislation, there's only 3 ways. You need to have a proclamation or resolution, to then request a flag raising. You need to have an official event or a ceremony announced by a proclamation or resolution, and then a flag raising. Or the Mayor can raise a flag for a specific professional sports team. So those are all the things that have to occur before you even do the flag raising. So really, it's not an application. You're basically confirming a date and time to hang the flag. Oneida County Public Works. Once you start allowing for applications, again, the line becomes blurred that is this my application, is it just a yes or no?

We have a motion and a second to introduce proposed resolution number 1. Motion? Yep. Resolution authorizing application for SAFER grant. Whereas the City of Utica will be submitting the application for grant funding to the federal government for a SAFER grant for the purpose of hiring 8 firefighters. Now therefore be resolved that the mayor is authorized to direct to file an Application for monies to fund the creation of 8 new positions of firefighters and firefighters EMT in the City of Utica, Utica Department of Public Safety Bureau of Fire, upon approval of the said request.
