Uh, these amounts are going to be in the budget, so I recommend we we put this in committee because it's going to be discussed, uh, during our budget time, uh, when we decide what we actually want the sewer rates to be. All right, we either got to pick which one we're going to do. Well, when come budget time, when the— these are actually budget lines. So when we actually get into the budget, we have to decide if we want to keep it at 4% or increase it to 6%. I think There's a, uh, there's a program that we're involved with. It's a 4-year program which, uh, we had agreed on, uh, to increase our budget 4% on that for, I think, for 4 years to pay for some sewer maintenance that had been done in the city. Now I think when we're talking with the engineers, this is a portion that we'll discuss with the engineer department, and he could more— he could explain it a little more in depth during budget time.

We resolve, pursuant to Section 1226-E of the Public Authorization Law of the State of New York and the agreement between the City of Utica Common Council and the Council of Oneida County Public Legislators, the Common Council hereby nominates the following individual as a candidate for appointment to the Upper Mohawk Valley Regional Water Board by the Oneida County Public Legislature Councilmembers, that would be Mr. Mark Ford at 1600 Parkway East, Utica, New York 13501, for a 3-year term to expire December 31st, 2028. Further resolved, the City of Utica is hereby directed to transmit the name of the Council nomination to the Clerk of the County Legislature and retain a record specifying the date of delivery.

I think that's important. I mean, it's a great project, but it's, it's, it's important that, you know, we know, we actually know So when we're actually looking ahead, you know, what it's actually going to cost the city when we're doing our budgeting. Yeah, so yeah, this is something that should have been done years ago.

Be it ordained that in Chapter 2-16, Motor Vehicle and Traffic of the City of, uh, of Utica Code of Ordinance is hereby amended by adding Section 216.184 entitled Large Industrial and Commercial Vehicles Prohibited in Residential Districts read as following: Large Industrial and Commercial Vehicles Prohibited in Residential Districts. I'll just give the purpose here. The purpose of this section is to regulate the keeping of large industrial and commercial vehicles in residential zoning districts in order to protect neighborhood character, reduce adverse land use impacts, prevent the use of residentially zoned property for industrial vehicle storage and providing clear and objective standards for enforcement. This section is not intended to regulate brief or incidental stopping of vehicles for personal transportation, loading, unloading, or servicing. So once again, this is, uh, Councilman Betrus. Would you like to speak on this?

This is the proposed resolution number 9, a resolution authorizing the issue of up to $5 million in revenue anticipation notes of the City of Utica, Oneida County, New York, in anticipation of receipt of certain revenues due during the fiscal year ending March 31st, 1st, 2026. Uh, well, we got to borrow money. I talked to the Comptroller around this. He says we need to do this, uh, to finish our bills for the end of the year. Anybody have any issues on this?

Outdoor Storage Prohibited, Purpose and Intent. The purpose of this section is to regulate the outdoor storage of material in residential districts in order to prevent long-term accumulation of material in visible yard, protect neighborhood character and quality of life, reduce conditions associated with hoarding behavior, ensure unobstructed access for emergency responders, and provide clear and objective standards for enforcement. This section is not intended to regulate esthetics— I can't say the word— uh, personal taste and temporary residential activities. Uh, Joe, would you like to speak on this?
